Quick answer: what WhatsApp API costs in 2026

Meta charges for each delivered WhatsApp Business Platform message. The price depends on the recipient's market and the message category—not where your company is registered. A message sent by an Indian business to a UK number therefore uses the UK market rate.

For the India rate card in INR, effective July 1, 2026, Meta's list prices are ₹0.8631 for a marketing message and ₹0.115 for a utility or authentication message. Authentication International, when applicable, is ₹2.4971. These are Meta charges before any software subscription, provider fee, AI cost, implementation cost, or tax.

Three dates matter:

The 24-hour customer-service window still exists after October 1. It remains a permission rule for sending free-form service replies; it no longer means those replies are free. Meta's 72-hour free-entry point for eligible Click-to-WhatsApp ad and Facebook Page entry flows continues under the announced rules.

This guide covers WhatsApp Business Platform—also called WhatsApp Business API or Cloud API. The consumer WhatsApp app and WhatsApp Business app remain different products. It also has nothing to do with the price Meta paid to acquire WhatsApp. In other words, WhatsApp Cloud API pricing follows the same Meta rate card explained here.

What changes on August 1 and October 1, 2026

The current public pricing page still describes service messages and in-window utility templates as free because that rule remains valid through September 30. A direct Meta pricing update dated July 2, 2026 announced the next phase.

Meta Business Agent moves to $2 per 1M tokens

From August 1, Meta charges one global rate of US$2 per 1 million tokens for Meta Business Agent. Meta says a typical message may consume roughly 20,000–25,000 tokens, or about US$0.04–$0.05. That is an estimate, not a fixed per-message price: actual cost follows token usage.

Do not combine this with a third-party AI bill as though they were the same charge. Meta Business Agent usage is Meta's AI-and-delivery charge. If your business uses another model, agent platform, or support product, enter that separate software cost in the calculator.

Service messages become billable on October 1

A service message is a non-template response that is not generated through Meta Business Agent. It can still be sent only during an open 24-hour customer-service window. From October 1, Meta will charge it at the recipient market's utility/authentication per-message rate.

The current Meta selector does not yet publish a separate service volume-tier table. The calculator therefore applies the announced market list rate to service messages and labels that assumption. We will replace it with Meta's final public service table if the implementation differs.

In-window utility templates become billable again

Through September 30, a utility template delivered inside the open 24-hour window has no Meta delivery charge. From October 1, it is charged per delivered message. The calculator combines inside- and outside-window utility volume before applying the published utility tiers marginally.

What remains free

Meta does not charge for an undelivered message. Eligible messages during a 72-hour free-entry window also remain free under the announced update. The window can begin when a customer enters from an eligible Click-to-WhatsApp ad or Facebook Page call-to-action and the business responds within the required time.

“Free Meta delivery” does not automatically mean zero total cost. A provider may charge for inbound and outbound traffic, and an inbox, AI product, or support platform may have its own subscription or usage charge.

Meta charges when a message is delivered

Your cost model should begin with delivered messages, not API requests, sends, or conversations. Meta's per-message model replaced the earlier conversation-based model. Failed deliveries do not create the same Meta delivery charge, although a provider may publish its own processing fee.

Recipient market controls the rate

Meta maps the recipient's country calling code to a pricing market. Some countries have a named market; others sit in regions such as Rest of Asia Pacific, Rest of Western Europe, or Rest of Africa. Your billing currency is a separate selection. That is why the rate explorer includes every official market in all 16 currencies published by Meta.

Marketing, utility, authentication, and service

Marketing includes promotions, offers, retargeting, and messages that encourage a purchase. Utility follows a user action or supplies a requested, non-promotional update, such as order status. Authentication delivers one-time passwords. Service is a free-form reply inside the customer-service window.

Meta, not your messaging product, makes the final template-category decision. Writing promotional content into a utility template can lead to reclassification or rejection.

The 24-hour window after October 1

Each user message opens or resets the 24-hour customer-service window. During it, a business can send service replies; outside it, the business generally needs an approved template. From October 1, the window controls what can be sent, but no longer gives service replies and utility templates a blanket Meta fee exemption.

Volume tiers are marginal

Meta publishes lower marginal rates for utility and authentication volume. Only messages within a tier receive that tier's price. If an India utility workload crosses 25 million messages by one message, the first 25 million remain at ₹0.115 and only the next message uses ₹0.1081. The calculator follows that method instead of applying the lowest reached rate retroactively to the full volume.

Current WhatsApp API rates by recipient market

The table below comes from Meta's official WhatsApp Business Platform pricing selector, not a provider or comparison blog. It was extracted on July 12, 2026 and contains the rates effective July 1, 2026.

Each utility and authentication cell shows the list rate and the lowest published marginal tier. Expand a currency to see all 38 recipient-market groups. India/INR is open by default, but all 608 market-currency rows are in the server-rendered page HTML before the selector runs.

India pricing and GST inputs

For India recipients billed in INR, the list rates are ₹0.8631 marketing, ₹0.115 utility, ₹0.115 authentication, and—when Authentication International applies—₹2.4971. From October 1, the announced service list rate is ₹0.115.

GST depends on who invoices you, the billing entity and location, and your tax treatment. The calculator lets you add a percentage for budgeting, but it does not decide whether GST applies or whether input credit is available. Confirm the invoice treatment with your provider and accountant.

United States pricing and provider-cost inputs

Meta groups US and Canadian recipients under North America. In USD, the current published list rates are $0.025 marketing and $0.0034 utility/authentication. The existence of a published rate does not override Meta's product and policy restrictions for a message type; verify current US marketing-message availability before forecasting a campaign.

US buyers often compare direct Cloud API work with a CPaaS fee. Keep those layers separate. For example, Twilio currently states a $0.005 fee for each inbound or outbound WhatsApp message, plus the Meta charge it passes through. That is a Twilio fee, not a Meta rate.

United Kingdom pricing and VAT inputs

For UK recipients billed in GBP, Meta's list rates are £0.0458 marketing and £0.0159 utility/authentication. From October 1, use £0.0159 as the announced service list rate until Meta publishes a separate service table.

As with GST, VAT treatment depends on the invoicing entity and customer status. Model it as a separate assumption. Do not silently add a UK tax rate to Meta's published message rate and call the result the official WhatsApp price.

Europe, Brazil, Malaysia, South Africa, and other markets

Use the recipient market selector rather than converting a US list rate with today's foreign-exchange rate. Meta publishes billing tables in ARS, AUD, BRL, GBP, CLP, COP, EUR, INR, IDR, MYR, MXN, PEN, SAR, SGD, AED, and USD. The rendered explorer includes each combination and indicates where Authentication International is applicable.

The five layers in your real monthly cost

1. Meta delivery charges

Multiply delivered, billable volume by the correct market/category rate, using marginal tiers where applicable. Separate utility traffic inside and outside the 24-hour window when comparing September with October.

2. Provider or inbox charges

A BSP is not mandatory for Cloud API access. You can integrate directly through Meta's Cloud API, but you still need to build or buy template operations, agent access, routing, reporting, reliability, and support workflows. A provider may charge a subscription, a message fee, a markup, or a combination. Ask for each line separately.

3. Human seats and support operations

Agent seats, supervisor tooling, QA, and workforce costs are not part of Meta's rate card. They often outweigh delivery fees in a support-heavy operation. Model seats separately so a low per-message quote does not hide a high operating cost.

4. AI usage

From August 1, Meta Business Agent has its own token charge. Third-party AI may charge by token, task, resolution, or subscription. Human handoffs can also create seat cost. Compare these on cost per useful outcome, not by pretending every “AI message” is equivalent.

5. Setup, tax, and currency effects

Include implementation, number migration, integrations, training, and ongoing maintenance. Amortize a one-time setup cost over a realistic period. Add tax only as a disclosed assumption and use the official billing-currency rate card rather than an unofficial FX conversion.

The regional cards should not be compared as if INR, USD, and GBP had equal value. Their purpose is to prove that the same workload selects a different official Meta market and billing table. If you need one reporting currency, convert the calculated invoices afterward with an explicit finance rate and date.

One transparent provider example: Twilio's WhatsApp pricing page, checked July 12, 2026, states $0.005 per inbound or outbound message for Programmable Messaging, in addition to Meta's per-template message fee. At 100,000 total inbound and outbound messages, that specific Twilio line is $500 before Meta charges and optional add-ons. Control WhatsApp costs after October 1

• Classify accurately. Do not disguise promotional copy as utility. Draft around the customer's requested transaction and let Meta make the final decision.
• Remove unnecessary follow-ups. Every redundant service reply and in-window utility template can create a Meta charge after October 1.
• Use free-entry traffic when it fits. Model it only for eligible entry flows; do not assume every customer-initiated chat creates a 72-hour free period.
• Apply tiers marginally. A spreadsheet that discounts the entire workload at the last reached tier will understate cost.

Is WhatsApp Business API free or paid?

It is paid for billable delivered messages. The WhatsApp and WhatsApp Business apps are separate products. Free-entry traffic and, through September 30, service replies plus in-window utility templates can have no Meta delivery charge, but provider or software fees may still apply.

What replaced the old 1,000-free-conversations model?

Meta moved from conversation-based charging to per-delivered-message pricing. There is no general monthly allowance of 1,000 free conversations in the current model.
