Zendesk is the better choice if you want a broad, self-serve service platform that your own admins configure, with its own phone line, SMS, a public help centre and a QA add-on built for scorecards and coaching. Flowcall fits consumer brands with high support volume on WhatsApp, Instagram, Messenger, email, live chat and phone. Its AI Agent resolves order, delivery, return and refund requests end to end, following the brand's own procedures on every messaging channel and completing the work in Shopify and its other systems. It also answers product questions and recommends products. Agents handle the rest from the ticket, AI QA reviews every conversation, and Flowcall's team builds and improves the workflows with the brand.

If you already use Zendesk: what changed in 2026
Most comparison pages still describe Zendesk's older AI packaging. Five changes matter if you run Zendesk today.
- AI agents are in every plan. From May 2026, Zendesk removed the split between "Essential" and "Advanced" AI agents. Agentic reasoning, multi-step procedures and external API integrations are now included across Zendesk Suite and Support plans (Zendesk: expanded access to AI agent capabilities). Usage is measured in automated resolutions, with an allowance in each plan.
- Legacy bots are being retired. On 31 August 2026, Zendesk stopped developing AI agents – Essential and the legacy bot builder, apart from critical fixes, and it plans to shut them off on 10 December 2026 (the same Zendesk announcement).
- One AI agent per channel type. In the new experience, each AI agent works on one type of channel, so an Essential agent that covered messaging and email becomes two agents to build and maintain (Zendesk: Migrating to the new AI agents experience).
- Ready-made commerce agents, through sales. On 14 September 2026, Zendesk launched Specialized AI Agents. Its Industry Agents start with commerce: agents for orders, returns and exchanges, delivery issues and refunds that connect to systems such as Shopify, Narvar, Stripe and Riskified (Zendesk newsroom: Specialized AI Agents). They're sold through Zendesk's sales team, with no public price. Custom Agents, which your team builds in Zendesk's Agent Builder, are in an early access programme (Zendesk: custom agents).
- Voice AI agents are generally available. Since 1 September 2026, customers with Zendesk voice can put AI agents on their Zendesk phone lines without signing up for early access (see Phone below).
If your AI setup runs on Essential AI agents or the legacy bot builder, you'll be migrating it this year whichever product you choose; Zendesk says existing AI agents may need to be rebuilt. That makes it a sensible moment to compare, including against Zendesk's own new AI agents and its commerce agents.
Channels
Zendesk turns every request into a ticket, whatever the channel: email, help centre forms, web and mobile messaging, social messaging, voice, text (SMS), live chat, API and computer telephony integrations (Zendesk: About Zendesk channels). Social messaging covers WhatsApp, Instagram Direct, Messenger, LINE, WeChat, X DMs and Apple Messages for Business on Suite plans; Support-only plans get public Facebook and X channels (Zendesk: Getting started with social messaging). On breadth, Zendesk covers more channels than Flowcall.
Flowcall puts WhatsApp, email, Instagram, Messenger, live chat and phone conversations in one inbox. When the same customer writes on another channel while their issue is open, Flowcall keeps it on the same ticket, with the whole history visible. With Customer 360, the ticket also shows the customer's orders, deliveries, payments and refunds from connected systems such as Shopify, so agents don't open other tools to find them. On WhatsApp, the AI and agents can use buttons, lists, carousels and in-chat forms for addresses, photos and choices.
Channel lists are the easy part. What matters is whether the channels behave as one conversation, the test for omnichannel customer service. Ask both vendors to show:
- a customer who messages on Instagram and then calls: one ticket or two?
- the order and delivery details beside the conversation, without another tab;
- the same AI behaviour on WhatsApp and email.
AI agent and actions
Both products can do more than answer questions. The difference is how the logic is written and who writes it.
Zendesk. An AI agent starts by answering from your help centre or other knowledge sources. For anything more, your team creates use cases (the topics customers ask about) and, for each one, either a generative procedure or a dialogue (Zendesk: Getting started with AI agents). A generative procedure is a plain-language description of your policy; Zendesk turns it into a procedure map with steps such as asking a question, checking a condition, running an integration to look up an order or update an address, and escalating to an agent (Zendesk: About generative procedures). The AI agent reasons through that map and can adapt when the customer goes off-script. Dialogues are the scripted alternative: more control, more setup, and not available to email AI agents. Generative procedures don't currently support buttons or carousels; dialogues do (Zendesk: About AI agents with agentic AI). Procedures can be tested before they go live.
Zendesk's commerce agents. Since September, Zendesk also offers Industry Agents for commerce, which come ready for common order work. Zendesk says teams can customise them with their own instructions, knowledge, policies, workflows, connected systems, actions and escalation rules (Zendesk: Specialized AI Agents). Its ecommerce page lists messaging and email for the service workflows, with a separate Commerce Agent for shopping in the Zendesk Web Widget, and says the agents can update an order, generate a return label or process a refund once the systems and permissions are connected (Zendesk: Ecommerce AI agents).
Flowcall. Flowcall's AI Agent runs on the SOP Engine: it follows your procedure for returns, refunds, cancellations, exchanges and warranty claims step by step while talking naturally, your rules make each decision, and order, delivery and payment details come from your systems. The starting point differs from Zendesk's commerce agents: rather than your team tailoring a pre-built agent, Flowcall's team builds each workflow from your written SOP, using ready-made workflows for returns, refunds, exchanges, cancellations, COD and damaged products where they fit. Required checks, eligibility conditions and approvals must pass before a refund, cancellation or replacement happens, and the AI picks from outcomes you allow instead of improvising them. It then completes the action in your order, delivery, payment or refund systems. One AI runs the same workflows on WhatsApp, Instagram, Messenger, live chat and email, and before a purchase it recommends products from your catalogue. Before a workflow goes live, and after every change, it is run against simulated conversations, including AI-written tests for edge cases and real failures turned into tests.
One refund request, both ways
A customer writes on WhatsApp: the mixer arrived with a cracked jar and they want their money back. Your policy allows a refund within seven days of delivery; after that, a replacement; anything above a set order value goes to an agent.

When the AI hands over to an agent
Most high-volume teams still send some conversations to agents: exceptions, angry customers, high-value orders.
In Zendesk, a procedure can escalate to a human agent or team, and Zendesk says the handover carries full context (Zendesk AI agents). Human agents can view Shopify orders and process refunds and cancellations without leaving the ticket (Zendesk: Shopify integration). With the Copilot add-on, auto assist suggests next steps and replies and runs actions the agent approves, or ones you've pre-approved (Zendesk: Creating procedures for auto assist). Side conversations and child tickets bring in other teams on Suite Professional and above (Zendesk: About side conversations).
In Flowcall, the handover creates a ticket with the conversation, a summary, the customer and order details, and what is left to do. Automated ticket routing assigns it by skill, language, workload, sentiment or escalation risk. Agent Assist drafts replies and fills wrap-up fields, and the agent can process a refund, create a replacement or update the order from the ticket. If the warehouse, finance or a field technician has to act, the agent opens a child ticket while the customer's ticket stays open and owned.

Phone
Zendesk has its own phone channel. Zendesk Voice gives you numbers, queues and greetings, records calls onto tickets and turns voicemail into tickets with transcripts; a Contact Center add-on and CTI integrations for other telephony providers are also available. Zendesk's voice AI agents became generally available on 1 September 2026 for customers with Zendesk voice: they answer calls on Zendesk voice lines and hand over to a human agent with the transcript and summary on the ticket. They aren't available with Talk Partner Edition, Zendesk's CTI route for other telephony providers, and Contact Center support is planned (Zendesk: voice AI agents are generally available). You can also connect an outside voice AI instead (Zendesk: Can I use an AI agent in Zendesk Voice?).
Flowcall doesn't provide a phone carrier or dialer. Its phone integration connects to Exotel, Ameyo, Ozonetel and Contaque: calls open with the customer's context and are logged, recorded and transcribed on the ticket, with a call summary linked to the right order. Agents also call customers from the ticket through Exotel, Ozonetel or Ameyo. Flowcall's Voice AI agent, which answers and makes calls, is in beta with select customers.
If you want one vendor for the phone line itself, Zendesk offers that and Flowcall doesn't.
Quality review and improvement
Zendesk QA is an add-on (sold alone or in the Workforce Engagement bundle). Zendesk says it uses AI to review 100% of ticket conversations, including AI agent conversations on messaging and voice, with scorecards, calibration between reviewers and coaching sessions for agents (Zendesk: Getting started with Zendesk QA). Ticket data syncs into QA every four to six hours. Zendesk's admin copilot also recommends workflow improvements for admins to apply.
Flowcall's AI Quality Assurance audits AI and human conversations on WhatsApp, Instagram, Messenger, live chat, email and phone: every conversation, or the ones that matter, such as low CSAT or a request for an agent. For the AI agent, it checks for wrong or made-up answers, loops, missed handoffs, and promises or actions it wasn't allowed to make. For human agents, it checks for inconsistent information and asking customers again for details they already gave. Each finding quotes the conversation and carries a severity; incoming messages are also checked for frustration and threats to escalate. Requests the AI couldn't resolve are grouped into workflows, knowledge or integrations worth adding, and a finding can go to Admin Copilot, which drafts the fix for your approval.
The two tools aim at different jobs. If you run agent coaching on a QA scorecard, Zendesk QA is built for that and Flowcall has no coaching workflow. If you want quality findings to turn directly into changes to the AI's workflows, that is what Flowcall's QA is for.
Setup and who runs it
This is the biggest practical difference.
Zendesk is self-serve, with services available. You can start a 14-day trial, and simple AI agents are set up through a guided flow. Your admins then build and maintain use cases, procedures, dialogues, actions, triggers and routing. The new commerce Industry Agents give common order work a head start, but they're bought through Zendesk's sales team rather than self-serve, and your team tailors them to your policies and systems. For complex AI deployments at scale, Zendesk itself says expert guidance "remains critical" (Zendesk announcement), and it sells AI Expert as a recurring service subscription alongside Professional Services and partners. That suits a team with the time and skills to own an automation programme.
Flowcall is set up and improved with you. As part of the engagement, Flowcall's team configures workflows for your products, policies and edge cases, and builds the integrations they need, subject to access to your systems. After launch, the team reviews QA findings, new use cases and policy changes, and updates the setup. Your team still supplies the process knowledge, test cases and approvals. You can see what the AI did in any conversation (which workflow ran, what data it used, which action it tried) and approve changes before they go live. Your admins can also describe a change in plain English to Admin Copilot, which builds it and shows it for approval.
Neither model is right for everyone. The question for your customer service automation programme is whether your team wants to own the building or own the decisions.
Where Zendesk is the better choice
- You want self-serve with published prices. Zendesk lets you trial, configure and, on most plans, buy without a sales call.
- You need SMS or more messaging apps. Zendesk supports SMS, LINE, WeChat, X DMs and Apple Messages for Business; Flowcall doesn't support SMS, RCS or those apps.
- You need a public help centre or community forums. Flowcall's knowledge base powers the AI; it isn't a public help centre.
- You want one vendor for your phone line. Zendesk Voice and the Contact Center add-on provide it; Flowcall connects to your telephony provider instead.
- You coach agents on QA scorecards, or want workforce management from the same vendor.
- You need a large marketplace and documented enterprise controls. Zendesk lists more than 1,000 prebuilt apps and integrations, offers a sandbox and custom permissions on its Enterprise plan, publishes certifications including SOC 2 Type II, ISO 27001 and ISO 42001, and offers data locality in the US, EEA, Australia and Japan (Zendesk Trust Center).
- You already run Zendesk and want the least change. Zendesk's own AI agents are included in your plan.
- You want pre-built commerce agents that your own team tailors. Zendesk's Industry Agents start from its own version of common order, return and refund work, bought through its sales team.
- Your support isn't order-heavy, for example employee service, IT or B2B software support.
What Zendesk users say
Zendesk is well rated. On AWS Marketplace, which shows Zendesk Suite's G2 and PeerSpot reviews, it averaged 4.3 out of 5 across 6,929 ratings when we checked on 28 September 2026, with 92% at four or five stars (Zendesk Suite reviews, AWS Marketplace).
The praise in the newest G2 reviews (September 2026) is about bringing channels and teams into one place. A three-seat team selling through Shopify said Zendesk works well with it and lets them complete refunds without leaving Zendesk. A higher-education team valued moving from scattered shared inboxes to one platform with routing, SLAs and reporting.
The criticisms in the same month are about setup and administration. A reviewer in IT services found Zendesk "can quickly become confusing with more complex requirements", with settings spread across the Admin Center and some advanced features in higher plans or add-ons. A reviewer handling a high volume of player-support tickets said advanced workflows take a while to learn and set up, and that pricing adds up as the team grows. A reviewer in aviation called the ticketing solid but said Zendesk's AI and knowledge base lag the market.

Frequently Asked Questions
Does Zendesk support WhatsApp?
Yes. WhatsApp is one of Zendesk's social messaging channels on Suite plans, and an AI agent can be added to it once the WhatsApp channel is connected and you're using Zendesk messaging (Zendesk: adding the AI agent to WhatsApp).
